Babalanda Urges RDCs to Step Up Mobilisation in Acholi

Babalanda said RDCs play a vital role in ensuring effective supervision of government programs and enhancing the visibility of development projects through community outreach initiatives such as radio talk shows and barazas.

Minister for the Presidency Milly Babirye Babalanda has called on Resident District Commissioners in the Acholi sub-region to intensify grassroots mobilisation and ensure strong support for President Museveni and the NRM ahead of the 2026 general elections.

The minister made the remarks while officially closing a three-day capacity-building workshop for RDCs, Regional Coordinating Council (RCC) officials, their deputies, Resident District Intelligence Officers (RISOs), and District Internal Security Officers (DISOs) in Gulu City.

“You must leave no stone unturned and reach all corners of your respective districts to ensure that the population is mobilized to vote for the NRM Party flag bearer,” Babalanda said.

She reminded RDCs of their core responsibilities, including maintaining peace and security, coordinating intelligence, and responding promptly to public concerns.

Babalanda underscored that as key government representatives, RDCs are responsible for supervising the implementation of all government programs and projects to ensure transparency and accountability.

“In addition, you must ensure the visibility of all government interventions in your districts through radio talk shows, barazas, and participation in the launch and handover of projects, whether government or donor-funded," she said.

"The Office of the President is committed to providing all the required political and technical support to ensure proper monitoring of government programs and projects."

The minister also cautioned against internal conflicts within RDC offices, urging teamwork, discipline, and unity in executing their duties.

Former Minister of Energy Daudi Migereko, who also addressed the workshop, stressed the importance of community mobilisation, peace, and economic empowerment.

He urged RDCs to focus on increasing household incomes, supporting local investment, and fostering socio-economic transformation through productive communities.

Migereko commended the Acholi RDCs for their coordination during President Museveni’s recent campaign visit to the region and encouraged them to sustain the momentum.

Presenting an update on the government’s 2021–2026 manifesto, David Sengendo from the Manifesto Implementation Unit reported significant progress in infrastructure and social services across Northern Uganda.

He cited the completion of 393.5 kilometres of national roads, safe water access for 82 percent of villages, and electricity connections to all district headquarters.

Sengendo added that the government continues to prioritise expanding access to secondary and technical education and upgrading health facilities in districts lacking hospitals, reaffirming its commitment to ongoing development in the region.
